Managing Director, Markland Infrastructure Asia and Adjunct Lecturer, SMU

Allard is a veteran with over thirty years of experience in the energy and infrastructure sectors across Asia spanning sustainable infrastructure development, energy transition, and project financing across emerging and frontier markets. He successfully led several infrastructure, renewable energy, and environmental companies by creating new assets and acquiring existing assets. He previously helmed C-Suite roles at Fortescue Energy and InfraCo Asia, based in Singapore, Jindal Group, based in India, Covanta Energy, based in Shanghai PRC, Leighton Asia, Thames Water International, based in Hong Kong SAR, Vermeer–Ballast Nedam based in Vietnam; and has held board positions with various companies in South and Southeast Asia.

Kelvin Wong,
Chief Sustainability Officer, DBS 

Kelvin Wong serves as Chief Sustainability Officer at DBS Bank. He has over 25 years of professional experience spanning corporate and project finance including M&A and equity fund raising, energy regulation and business consultancy in Asia. Prior to his role in DBS Bank, Kelvin held senior appointments at Commonwealth Bank of Australia, Standard Chartered Bank, KPMG Corporate Finance and the Energy Market Authority of Singapore. Kelvin has served as the APLMA Singapore PF Committee Chairman and ISCA Project Finance Oversight committee member. He is a peer reviewer of the International Energy Agency’s annual Southeast Asia Energy Outlook which is part of the World Energy Outlook series.

Christina Lee,
Head of Sustainability, YTL Power Seraya 

Christina is Head of Sustainability at YTL PowerSeraya and responsible for driving sustainability practices within the organisation, from enhancing environmental awareness to integrating Environmental, Social, and Governance criteria in business strategy, risk management, and corporate communications. She works closely with senior management to develop a sustainability roadmap and advises on areas including climate change impact, carbon credits, and renewable energy certificates markets. She is a member of the Global Association of Risk Professionals in the Sustainability and Climate Risk category. 

Lee Bing Yi,
Partner, Sustainability & Climate Change, PwC Singapore

Bing Yi is PwC Singapore’s Financial Services ESG Lead and has led various sustainability advisory engagements in his career focusing on sustainable financing, sustainability reporting, environmental risk management and climate transition. Bing Yi is also a Banking & Capital Markets specialist and a practising public accountant, experienced in providing audit, assurance and advisory services to financial institutions.

Sayd Randle,
Assistant Professor of Urban Studies, College of Integrative Studies, SMU

Sayd is Assistant Professor of Urban Studies at Singapore Management University. Trained as an environmental anthropologist, she studies processes of urban ecological transformation with a focus on infrastructure, water, and climate change. Her peer-reviewed research has been published in a wide range of outlets, including American Anthropologist, Antipode, City & Society, Environment and Planning E, Journal of Political Ecology, and WIREs Water.
